Copilot's Dependency on the Bing Index
Copilot's web-grounded answers are retrieved from Bing's search index, not a separate crawl, so Bing indexing status is a precondition for Copilot visibility.
What actually happens
When Copilot needs current, public information to answer a prompt, it issues queries against Bing's search index and reads the top-ranking documents before composing a response, similar to how retrieval-augmented generation works in other AI answer engines. This means a page has to be crawled and indexed by Bing before it can ever be surfaced or cited in a Copilot answer, regardless of how well that same page ranks in Google. Copilot draws on this retrieval layer across its consumer app, the Edge sidebar, and the Bing-integrated search experience, so Bing indexing is a shared dependency for all of them.
Why it matters for brand visibility
If your site isn't indexed by Bing, or Bing's crawler is blocked or delayed, Copilot has no source to cite even if the content is strong. This makes Bing Webmaster Tools submission, a valid IndexNow integration, and a crawlable robots.txt/sitemap setup for Bing's crawler (bingbot) baseline requirements — not optional extras — for anyone trying to earn Copilot citations.
